Measurement without plausible wrong totals

The calculation follows what the indicator measures

A value reported this period, a cumulative total and a stock at one point in time cannot all be added in the same way. Hoverview records the measure type so progress can follow the meaning of the indicator rather than applying one universal sum.

That distinction matters across a multi-year project. Period flows can add across periods, cumulative flows use the latest reported total, and stock measures reflect the latest observation. Missing data remains missing rather than becoming a convenient zero.
